Congressman Gingrey was born and raised in Augusta, Georgia. After graduating from St. Thomas Aquinas High School, he moved to Atlanta to attend Georgia Tech. Phil co-oped his way through college, and completed his undergraduate studies in Chemistry. With a Bachelors of Science degree from Georgia Tech, Phil returned home to Augusta to attend The Medical College of Georgia.

Upon completion of his medical training, Dr. Gingrey moved his young family to Marietta where he set up a pro-life OB-GYN practice. For almost thirty years, Phil built and maintained a very successful practice, and delivered over 5200 babies.

Congressman Gingrey has worked hard for the betterment of his community. Prior to being elected to Congress he served on the Marietta City School Board, where he was elected Chairman three times. After completing the role of School Board Chairman, Phil was elected to the State Senate. Dr. Gingrey served four years in the Georgia State Senate before being elected to U.S. House of Representatives from the 11th District of Georgia in November 2002.

As a Congressman, Phil is dedicated to fighting for core conservative principles and traditional family values. In Congress, Dr. Gingrey is working to protect the unborn and defend our 2nd Amendment right to keep and bear arms, supporting lower taxes, protecting our homeland and fighting for quality healthcare for all Americans.

In the 109th Congress, Congressman Gingrey was chosen by Speaker Hastert to serve on the exclusive Rules Committee. During his freshman term, Phil served on three committees: Armed Services Committee, the Science Committee and the Education and the Workforce Committee.

Phil's wife, Billie, grew up in Newnan, and graduated from LaGrange College. Phil and Billie have been married for over 36 years. They have been blessed with four children: Billy, Gannon, Phyllis, and Laura Neill, and five grandchildren: Ali, Hannah, and Hank IV Manning and Grey and Marian Collins.. They attend St. Joseph Catholic Church in Marietta.
